Unpaid national and local taxes rank ahead of your deposit when a property is auctioned, and until 2023 you could only see them with the landlord's written consent, which nobody granted. The National Tax Collection Act changed that from April 2023: if your deposit exceeds ₩10 million, you may view the landlord's unpaid national taxes at any tax office in the country — without their consent — from the moment the contract is signed until the lease start date, on production of your ID and a copy of the contract. Unpaid local taxes are viewable the same way at any si/gun/gu office. Before signing you still need consent, which is itself a useful question to ask. This costs an hour and is the single cheapest piece of due diligence available to a Korean tenant.

Beyond the priority right that your move-in report and fixed-date stamp create, the Housing Lease Protection Act ring-fences a slice of smaller deposits ahead of every other creditor — and the ceilings are regional. Gwangju, like Busan, Daegu and Ulsan, falls in the metropolitan-city band: under the enforcement decree as amended in February 2023 a deposit up to ₩85 million qualifies, with ₩28 million protected first in line, against ₩165 million and ₩55 million in Seoul. The protection is also capped at half the property's value overall. Both figures are set by decree and revised periodically, so confirm the current ones at your district office rather than trusting a dated blog.

The Ministry of Justice's regional-specialised visa lets designated local governments recommend foreigners for F-2-R residence below the ordinary points thresholds — but it runs on the Ministry of the Interior's list of designated population-decline areas, and no Gwangju district is on it. Dong-gu appears one tier down, on the eighteen-strong 'concern area' list, which is a different designation. The rural South Jeolla counties around the city are heavily designated, so the route exists in the region but generally not inside the metropolitan boundary. The whole designation is due for re-evaluation, so read the current year's operating plan rather than assuming either way.

Gwangju has run on a single metro line since 2004. Line 2 is a low-floor, shallow-tunnel loop being built in phases, and construction has had the city's main roads dug up in rotation for years with the completion date repeatedly pushed back. That is not a reason to avoid a district, but it is a reason to walk the route at rush hour before you sign — bus journeys that look fine on a map can be badly disrupted, and a flat facing an open trench is a different flat from the one in the photographs. Ask the agent specifically what is planned on that street and when.

The May 1980 uprising and its suppression are the central fact of Gwangju's modern identity, the archives were inscribed on UNESCO's Memory of the World register in 2011, and the old South Jeolla Provincial Office where the final stand took place is now part of the Asia Culture Centre. Nobody expects a foreign resident to have a position on Korean politics. What lands badly is treating it as a museum topic, or repeating the denialist talking points that still circulate elsewhere in the country. Go to the May 18 National Cemetery once, early, and listen more than you talk.

Scheduled international flights from the Gwangju area leave from Muan International, roughly forty minutes west in South Jeolla, not from Gwangju Airport, which handles Jeju and Gimpo. Moving Gwangju's remaining civil flights to Muan altogether has been agreed in principle and contested in practice for years, tangled up with the separate question of the military airbase that shares the site. Treat any date you are given as provisional, and do not choose a district for its airport run. In practice most people fly long-haul out of Incheon and take the KTX from Gwangju Songjeong to get there.
