Tax number (vergi no), residency & income tax

Your vergi kimlik numarası is free, passport-only and obtainable online in minutes — it is the gateway to banking, a title deed and utilities, and once you hold a residence permit your YKN doubles as it. The line that matters is residency: spend more than about 183 days in a calendar year, or establish a legal residence here, and Türkiye taxes your WORLDWIDE income, where non-residents are taxed only on Turkish-source income. Employees have tax withheld through payroll (stopaj) and usually never file; freelancers open a sole proprietorship (şahıs şirketi), keep books through an accountant, charge and file VAT, and pay quarterly provisional tax. İzmir has two local wrinkles: the Aegean Free Zone at Gaziemir, where employee wages can be income-tax exempt for firms exporting the bulk of their production, and Teknopark İzmir at Urla, where R&D and software wages are exempt under Law No. 4691. Property owners should also budget the annual emlak vergisi.

    Get your tax number (vergi kimlik numarası)

    Free and open to any foreigner. Apply online through GİB's Dijital Vergi Dairesi 'Potansiyel Vergi Kimlik Numarası' form — name in CAPITALS exactly as printed in the passport, with the photo page uploaded — or in person at any İzmir vergi dairesi with your passport and a photocopy. The 10-digit number is usually issued instantly, and it is required before you can buy property as well as before you can bank. Once you hold a residence permit, your YKN functions as the tax number.

    Work out your tax residency and worldwide-income exposure

    You become a Turkish tax resident if you establish a legal residence (ikametgah) here OR stay more than six months — about 183 days — in a calendar year. Residents are taxed on worldwide income; non-residents only on Turkish-source income. There is a narrow exception for people present solely for a specific temporary assignment. This bites hardest on the Aegean coast, where people spend long summers here on top of a home base elsewhere and drift over the line without counting.

    Employee withholding, or register a sole proprietorship

    Employees: the employer withholds income tax through payroll (stopaj) across the progressive brackets, and you usually never file. Freelancers and remote workers register a sole proprietorship (şahıs şirketi / serbest meslek) at the tax office. If you are 18-29 and it is your first business, file the start-up notice within 10 days to claim the genç girişimci exemption — a sizeable slice of profit exempt for three years. From 1 January 2026 the matching Bağ-Kur premium support was repealed, so you pay your own social-security premiums from day one.

    Check whether the job sits in a free zone or a teknokent

    Two İzmir regimes change take-home pay materially. In the Aegean Free Zone (ESBAŞ) at Gaziemir, wages of employees of manufacturers that export the large majority of their production can be exempt from income tax — the threshold and the mechanics are set in the free-zones legislation and administered through GİB, so confirm the current export ratio requirement with the employer's finance team. Separately, under Law No. 4691, wages of R&D, design and support staff inside Teknopark İzmir or Ege Teknopark are income-tax exempt, with support-personnel status capped as a share of headcount.

    File the annual return, and don't forget the property taxes

    Türkiye's tax year is the calendar year; annual income-tax returns are filed in MARCH for the previous year, with tax payable at the end of March and the end of July. File through GİB's İnteraktif Vergi Dairesi, or use Hazır Beyan for simple income such as rent. If you own property here, the annual emlak vergisi is paid to the district municipality — Konak, Karşıyaka, Çeşme and so on — in two instalments (broadly May and November), not to GİB, which is a distinction that catches new foreign owners every year.

Things most newcomers don’t know

The Aegean Free Zone at Gaziemir can make an employee's wage income-tax exempt — an İzmir-specific fact that never appears in national tax summaries.

Under Türkiye's free-zones regime, employees of manufacturers exporting the large majority of their production can have their wages exempted from income tax. ESBAŞ at Gaziemir is one of the country's biggest such zones, so 'which side of the fence the factory is on' genuinely changes take-home pay. Confirm the current export-ratio threshold with the employer before relying on it.

The 183-day line catches half-year residents on the coast more than anyone else.

Non-residents are taxed only on Turkish-source income, but a resident owes Turkish tax on worldwide earnings. People who split the year between a home country and an Aegean property drift over six months without counting, and the residence permit itself is a separate trigger regardless of days.

Property tax is a municipal tax, paid to your district belediye, not to the national revenue administration.

New foreign owners look for emlak vergisi in the GİB portal, don't find it, and assume there is nothing to pay. It is assessed and collected by the district municipality — Konak, Karşıyaka, Çeşme, Urla — in two instalments a year, and unpaid amounts accrue interest against the property.

For freelancers an accountant is effectively mandatory, not optional.

A sole proprietorship must keep formal books and file monthly VAT, quarterly provisional tax and an annual return, all in Turkish through GİB systems. Budget a recurring monthly muhasebeci fee from the start rather than discovering it at the first VAT deadline.

Common mistakes to avoid

  • Tripping the 183-day residency line unaware and unexpectedly owing Turkish tax on your worldwide income.
  • Assuming a free-zone or teknokent exemption applies to your role — both are conditional and both have caps.
  • Owning a flat here and never paying emlak vergisi because you looked for it in the wrong system.
  • US citizens forgetting they must still file with the IRS, using FEIE or FTC, on top of any Turkish obligations.
