Before you start
- Residence permit
- Employment with a Rwandan employer, for PAYE
- RRA TIN
Step-by-step

Register with RRA for a TIN
The taxpayer identification number is the identifier for everything downstream — payroll, business registration, property and vehicle transactions.

Give the TIN to your employer for PAYE
Employment income is withheld at graduated rates. RSSB pension and medical contributions are deducted alongside.

Work out whether you are tax resident
Broadly, having a permanent home in Rwanda, or being present for a substantial period in a tax year, makes you resident. Residents are taxed on worldwide income, not only Rwandan-source income.

Declare non-employment income
Rental income, consultancy fees and foreign income are your responsibility even when your salary is fully withheld. RRA's online system handles the annual declaration.

Keep tax clearance current if you run a company
The five-year recurring tier of investor and entrepreneur permits requires a tax clearance certificate. A casually run company gets caught at renewal, not at filing.

Things most newcomers don’t know
Rwandan tax residency reaches your worldwide income, not just what you earn here.
The test turns on having a permanent home in Rwanda or substantial presence, and a resident is taxable on income from all sources. People who keep consultancy clients abroad, or rental income at home, frequently assume PAYE on their Rwandan salary is the end of it. It is not, and the gap surfaces years later.

Tax clearance is the link between your company and your permit.
DGIE's five-year recurring investor and entrepreneur classes require a tax clearance certificate, so unfiled returns do not merely cost a penalty — they block the permit tier that would otherwise let you stop renewing every two years. Treat filing as an immigration obligation, not just a revenue one.

RSSB contributions sit alongside PAYE and change the gross-to-net picture.
Pension, occupational risk and medical contributions are deducted with income tax. Comparing a Kigali offer with one from Nairobi or Kampala on gross salary misses this, and the gap is large enough to change which offer is actually better. Ask for a net illustration.

Rwanda's Kigali International Financial Centre has its own regime — and it is for entities, not people.
The KIFC offers incentives for licensed funds, holding companies and certain financial businesses. It is not a personal-tax scheme, and there is no Kigali equivalent of a special expatriate rate. Advice suggesting you can 'move to the KIFC' as an individual is misreading what it is.

Common mistakes to avoid
- Assuming PAYE settles everything when you also have foreign or rental income.
- Not registering for a TIN early and finding it blocks a property or vehicle transaction.
- Comparing regional offers on gross salary and ignoring RSSB deductions.
- Letting company filings slip and being refused the tax clearance a five-year permit needs.
- Reading the KIFC's corporate incentives as a personal tax break.
