Work permits, the Irembo file and registering in Kigali

Rwanda issues visas on arrival to every nationality, so getting in is not the problem; getting a permit class right is. DGIE publishes each class, its documents, its fee in RWF and its validity, and everything is filed through Irembo with a stated seven-day decision. The two slow items — certified academic certificates and a police clearance less than six months old — both have to be obtained in your home country.

    Get the police clearance and certificates before you fly

    Both must come from your home country and the police clearance must be under six months old when you file. Obtained too early it expires; obtained too late it delays everything.

    Rwanda grants visa on arrival to all nationalities. African Union, Commonwealth and Francophonie citizens are waived the fee for a 30-day visit; EAC citizens get six months free.

    H2 is the ordinary employer-sponsored skilled worker permit at up to two years. H1 covers occupations on the published demand list and runs up to three years for the same RWF 150,000 fee. Check the list before your employer files.

    Use the R special pass if the permit is not ready

    The R class is a published three-month pass at RWF 50,000 for employment of up to 90 days, and for a worker or self-employed person who does not yet hold a residence permit. It is a legitimate holding status, not an improvisation.

Things most newcomers don’t know

H1 gives you three years for the same money as H2's two — if your occupation is on the demand list.

DGIE prices both skilled-worker classes at RWF 150,000, but H1 is valid up to three years against H2's two. Employers default to H2 because it has no list to check. Reading the current occupation-in-demand list before your employer files can remove an entire renewal cycle, at zero extra cost, for exactly the same job.

Rwanda has no digital nomad visa, whatever the aggregator sites say.

Several 'best nomad visa' listings name Rwanda. DGIE's published classes contain no such category. The nearest instrument is the K assured-income permit, which is written around income you already have and explicitly contemplates that you are not seeking employment in Rwanda. Planning a move around a permit that does not exist is a genuinely expensive mistake.

The six-month police clearance window cuts both ways.

It must be recent enough to be valid when you file, so getting it eight months before you move is as much a problem as getting it the week you land. Sequence it against your actual departure date, and remember that some countries take weeks to issue one — start it early but not first.

EAC citizens are on a completely different footing here.

Rwanda, along with Kenya and Uganda, has waived work permit fees for East African Community citizens under the Common Market Protocol, and EAC nationals enter free for six months. Tanzania has not done the same. If you hold an EAC passport, the Rwandan process is materially lighter than this guide implies.

Common mistakes to avoid

  • Filing H2 by default when the role is on the occupation-in-demand list and would qualify for a three-year H1 at the same fee.
  • Planning a move to Kigali around a remote-work visa that Rwanda does not have.
  • Obtaining the police clearance too early and finding it outside the six-month window when the file is ready.
  • Assuming visa-on-arrival ease means permit ease — entry is genuinely easy here, the permit file is still a permit file.
  • Overlooking the R special pass and letting status lapse while an employer's permit application sits in a queue.
