IGIC instead of IVA, the ZEC, and what the Canarian regime does not do for individuals

The Canary Islands sit inside the EU customs union but outside the EU VAT and excise territory. Indirect tax is IGIC rather than IVA, at a general rate reported at 7% against the mainland's 21%, with reduced and increased bands either side, plus AIEM on certain imports. Corporate incentives under the Régimen Económico y Fiscal are substantial — the Zona Especial Canaria's 4% corporate rate, the Reserva para Inversiones en Canarias and the Deducción por Inversiones en Canarias. Personal income tax is not part of that: you pay Spanish IRPF on the state scale plus the Canarian regional one, and Canarias applies wealth tax broadly on the state model.

Total cost
Filing is free through both authorities. Indirect tax is IGIC rather than IVA, at a general rate reported at 7% against 21% on the mainland, which lowers the cost of most goods and services bought locally. Personal income tax is the ordinary Spanish combination of state and Canarian regional scales. A gestor experienced with Canarian tributos is worth more here than a generic Spanish one.
Time needed
The Renta window runs April to June. IGIC filings for the self-employed run on a Canarian quarterly calendar of their own.
Validity
Annual for IRPF, on a calendar-year basis. IGIC obligations are periodic and ongoing for anyone trading.

Medium confidence·Tax residents of the Canary Islands. The archipelago has its own indirect tax system and a distinct Régimen Económico y Fiscal, but personal income tax remains Spanish — state scale plus the Canarian regional scale. General information, not advice, and the specific rates below should be re-checked against the Agencia Tributaria Canaria.

Before you start

  • NIE
  • A determination of whether you are tax resident for the year
  • Records of worldwide income and foreign assets
  • A digital certificate or Cl@ve credentials for the Agencia Tributaria, plus separate access for Canarian tributos

Step-by-step

  1. 1

Work out whether you are tax resident, and from when

More than 183 days in Spain in a calendar year makes you resident, as does having your centre of economic interests here. Spanish residency is assessed for the whole calendar year rather than pro-rated, which produces surprising results for people arriving mid-year.

  2. 2

Separate the two systems in your head

Indirect tax here is Canarian and administered by the Gobierno de Canarias — IGIC, AIEM, and the island customs position. Personal income tax is Spanish and administered by the Agencia Tributaria, with a Canarian regional scale bolted onto the state one. They are different authorities with different portals, and conflating them is the commonest first-year error.

  3. 3

Register for IGIC if you are self-employed or trading

An autónomo or company operating here charges and files IGIC rather than IVA, on Canarian forms and a Canarian calendar. A mainland gestor who has never filed a Modelo 420 is the wrong adviser. Ask directly whether they work with Canarian tributos before engaging one.

Treat the ZEC as a corporate question, tested against real substance

The Zona Especial Canaria offers a 4% corporate tax rate, but it is conditional: reported requirements are a minimum investment of EUR 100,000 in Gran Canaria or Tenerife and EUR 50,000 in the other islands within the first two years, and the creation of five jobs in the capital islands or three elsewhere within the first six months, maintained thereafter. The registration window has been extended repeatedly by European Commission state-aid decisions and is currently reported to close at the end of 2026. Confirm both the conditions and the deadline with the Consorcio de la Zona Especial Canaria before building a plan on them.

Check the wealth tax position, which is ordinary

Canarias applies wealth tax broadly on the state model — reported as a EUR 700,000 exempt minimum with the main home exempt up to the standard limit, and no general regional rebate of the kind Madrid and Andalusia apply. The state solidarity tax on large fortunes also applies in the archipelago. If you came for the tax regime, this is the part that is not special.

File the annual Renta between April and June

The declaration for the previous calendar year is filed in the spring window with the Agencia Tributaria, using the state scale plus the Canarian regional scale. The pre-filled borrador is often right for a simple Spanish salary and materially wrong for anyone with foreign income.

Documents you’ll need

Things most newcomers don’t know

The Canaries' famous tax advantage is mostly indirect and mostly corporate.

The headline is real — IGIC at a general rate far below mainland IVA, no EU excise duty on fuel, alcohol and tobacco, and the ZEC's 4% corporate rate. But the ZEC is conditional on genuine investment and employment on the islands, and the RIC and DIC are reliefs against reinvested business profits. For a salaried employee or a remote worker on a foreign payroll, none of it applies to their income tax. The living costs fall; the personal tax rate does not.

The customs border is the practical face of the tax regime, and it is a two-way cost.

Being outside the EU VAT area is why goods are cheaper in a Canarian shop, and it is also why a parcel from Madrid clears customs, needs a DUA, and picks up IGIC, possibly AIEM and a handling fee. Businesses selling from the islands to the peninsula face the mirror image. It is a genuine operational consideration for anyone running an e-commerce or physical-product business here, and it is entirely absent from articles that treat the islands as a low-tax paradise.

A mainland tax adviser is not automatically a Canarian one.

The forms, the filing calendar and the indirect tax system all differ. An asesor practised in Valencia or Madrid has probably never filed a Modelo 420 and will not know the AIEM position on your product category. The distinction is narrower than the Basque foral one — income tax really is Spanish here — but on the indirect side it is real. Ask before engaging.

Wealth tax is the part of the Canarian regime nobody mentions, because it is unremarkable.

Madrid and Andalusia rebate wealth tax in full; the Balearics set an exempt minimum in the millions. Canarias, on the reported position, applies the state design with the ordinary exempt minimum and no general rebate, and the state solidarity levy on large fortunes applies here too. For someone with substantial assets choosing between Spanish regions purely on tax, the Canaries are attractive on indirect tax and consumption, not on net wealth.

Common mistakes to avoid

  • Assuming the ZEC's 4% rate is available without the investment and employment substance tests.
  • Planning around a ZEC registration deadline without confirming it — it has been extended more than once by EU state-aid decisions.
  • Expecting the Canarian regime to lower your personal income tax. It does not.
  • Hiring a mainland gestor who has never filed a Modelo 420 for IGIC.
  • Planning around a reported Beckham Law threshold without confirming the current rules — they have been amended and are widely misreported.
