Get the validity declaration started from home
DTSER will not act on a foreign licence without an attestation that it is genuine and current, from the issuing authority or that country's embassy in Luanda. Nothing in Angola speeds this up. Ask your own licensing agency what it issues — several countries produce a specific certificate for exactly this purpose — and start it while you are still in the country that issues it.

Do the Angolan medical certificate
The certificado médico for drivers has to be issued in Angola, so a medical from home does not substitute. Any of the private clinics used by expatriates will do it; ask specifically for the driving-licence certificate rather than a general fitness note, because the form matters.

File the exchange at DTSER
Bring the original licence and a copy, the validity declaration, the Angolan medical certificate, your passport and residence document with copies, and the employer's declaration. Drive as if the road rules are advisory, because they often are
Traffic in Luanda is dense, informal and heavy with candongueiros that stop wherever a passenger appears. UK government advice is to avoid driving at night outside urban centres, to use a roadworthy 4x4 and where possible to travel in convoy, and warns that theft from stationary vehicles is common downtown. Keep windows up and doors locked in traffic, and keep nothing visible on the passenger seat.

Take landmines seriously the moment you leave the tarmac
Mines and unexploded ordnance remain on roads, verges and bridges outside the major cities, and the FCDO notes that the November–April rains can shift and resurface them even in previously cleared ground. The practical rule for weekend trips out of Luanda is simple and absolute: stay on established routes and do not park, camp or walk on an unmade verge.

Things most newcomers don’t know

The licensing authority is the police, and that changes the process.

DTSER sits inside the Polícia Nacional rather than in a transport ministry. It means the counter is a police counter, that documents are checked rather than processed, and that the informality some newcomers expect from an African bureaucracy is exactly the wrong posture to arrive with. Dress and behave as you would at a police station.

The document that decides your timeline is issued by your own country.

Every other item on DTSER's list can be produced in Luanda in a day. The declaração de validade cannot. People consistently arrive, assemble everything else, and then wait six weeks for a piece of paper they could have requested before they packed.

A medical from home does not count.

The certificate has to be issued in Angola. It is a cheap and quick step, but it is also one people try to skip by presenting a recent home-country medical, and the file is simply refused.

Fuel is no longer the giveaway it was, and prices are still moving.

Angola began withdrawing fuel subsidies on 2 June 2023, when petrol went from AOA 160 to AOA 300 a litre. Diesel reached AOA 420 in June 2026. If you are costing a job that involves driving, cost it on a rising line rather than on the historic price — this is a stated multi-year policy, not a one-off.

Common mistakes to avoid

Leaving the validity declaration until you arrive, which is the one step Angola cannot accelerate
Presenting a home-country medical instead of an Angolan driver's medical certificate
Assuming an international driving permit covers you indefinitely once you are resident — the exchange route exists precisely because it does not
Driving at night outside the city, against explicit government advice
Leaving anything visible in a parked car downtown
Pulling off the tarmac on a rural road, in a country that still has uncleared ordnance
