Work visa, residence authorisation & the cartão de residente

Three distinct things in sequence, and conflating them is the classic mistake. The visto de trabalho is a consular visa that lets you enter and work: multiple entries, a stay of up to 365 days, renewable for equal periods until the employment contract ends. The autorização de residência is a separate SME decision that makes you resident — temporary residence runs two years and is renewable for two at a time. The cartão de residente is the card that proves it. Permanent residence requires ten consecutive years of temporary residence, which is a long horizon by any comparison.

Angola publishes its migration fees on SME's tabela de taxas as an image rather than as machine-readable text, and consular visa fees vary by post under a reciprocity principle, so we deliberately do not quote a single all-in number here. Budget for: the consular work-visa fee, the residence-authorisation fee, the resident card, translations and legalisations of every foreign document, and an Angolan criminal-record certificate. Employers customarily carry the visa side; the residence side is more often yours.
Time needed
The honest answer is one to several months, dominated by the employer's labour clearance and by document legalisation at home. The visa itself is the fast part once the file is complete; SME's residence decision is the slow part and has no published standard.
Validity
The work visa permits a stay of up to 365 days, renewable for equal periods until the employment contract ends. Temporary residence runs two years and renews for two. Permanent residence requires ten consecutive years of temporary residence and is then reviewed administratively every five. Study visas run up to a year, renewable while you study, and may be converted to a work visa only where the Migration Authority authorises it — there is no automatic post-study route.

Angola has no digital-nomad visa, no retirement visa and no self-sponsored route: Lei n.º 13/19 de 23 de Maio lists the visa categories exhaustively and every long-stay one is tied to an employer, an investment, a school or a family member. If a website offers you an Angolan freelance or remote-work visa, it is describing something that does not exist.

    Let the employer clear the hire before anything else moves

    SME's published requirements for a visto de trabalho include a declaration from the Ministry of Labour and a declaration from the employment centre, alongside the contract itself, the company's licence and its tax-compliance proof. None of that is in your hands, and it is the step that determines your start date. Ask your employer for evidence it has begun, not for a promise that it will.

    Apply for the visto de trabalho, from outside Angola

    The work visa is a consular visa applied for at the Angolan consulate with jurisdiction over your residence, or through SME's online portal. Under Lei n.º 13/19 it is issued for multiple entries and permits a stay of up to 365 days, renewable for equal periods until the contract ends — and it authorises only the specific paid activity that justified it, so changing employer requires authorisation rather than a resignation letter.

    Do NOT arrive on the tourist-visa exemption intending to convert

    Angola waived tourist visas for citizens of 98 countries under Decreto Presidencial n.º 189/23 de 29 de Setembro — 30 days per entry, up to 90 days in a calendar year. It is genuinely convenient and it is genuinely not a work route: the tourism, short-stay, study and medical-treatment visas all expressly prohibit fixação de residência and paid employment. Landing visa-free and hoping to regularise from inside is the single most expensive sequencing mistake available here.

    Apply to SME for the autorização de residência

    Once in Angola, apply to SME with a letter requesting residence, the completed form, a current residence certificate, an Angolan criminal-record certificate, proof of means of subsistence, two 4x5 photos on a white background, a copy of the passport with the residence-fixing visa, and the fee receipt. Temporary residence is granted for two years under article 81 and renewed for equal periods.

    Collect the cartão de residente and carry it

    The card is the document police and banks actually ask for, and it is what a bank will want in place of a passport-and-visa file once you are past your first months. Keep a photograph of it and of your passport identity page on your phone, and keep photocopies at home — originals get retained during checks more often than anyone would like.

Things most newcomers don’t know

The visto privilegiado people still talk about no longer exists.

It belonged to the old Lei n.º 2/07. The current Regime Jurídico dos Cidadãos Estrangeiros — Lei n.º 13/19 de 23 de Maio — does not carry it, and older HR advice, relocation blogs and even some agency checklists are still written around it. If a document you have been sent names a visa category, check it against the current law before you build a timeline on it.

Ten years is the number that should shape your plan.

Article 82 conditions permanent residence on ten consecutive years of temporary residence. That is materially longer than the five years common in Europe and Latin America, and it means Angola is realistically a posting rather than a settlement country unless you are marrying in. Plan your finances, your schooling and your pension around renewing a two-year card, not around eventually becoming permanent.

Your visa is welded to your employer.

The work visa authorises only the professional activity that justified its issue, and moving to another employer requires authorisation rather than a notice period. That has a bargaining consequence people discover too late: your leverage in a salary conversation is lower than it would be at home, so negotiate hard before you arrive, not after.

The investor route is a real category, but it is slower than it sounds.

Article 59 gives investors a visa of up to two years, renewable — and temporary residence only after three continuous years, provided the investment is still valid. It is an operating-business route administered alongside AIPEX, not a property purchase converted into a permit. Angola has no golden visa and no citizenship-by-investment programme.

Common mistakes to avoid

  • Arriving on the 98-country tourist exemption and expecting to switch to a work visa from inside Angola
  • Assuming the work visa alone makes you resident — it does not; the autorização de residência is a separate SME decision
  • Leaving the criminal-record certificate and document legalisation until you are in Luanda, where nothing about your home country's paperwork can be accelerated
  • Believing an agency's quoted all-in fee; SME publishes a fee table and consular fees vary by post
  • Overstaying the 90-days-per-year exemption ceiling on repeat 30-day visits, which is a separate limit from the per-entry one
  • Planning around a visto privilegiado, which the 2019 law does not contain
