Getting set up in Ukraine
Residence permit (посвідка) & legal status
The process is national and identical to Kyiv's; what differs is the geography around it. Ukraine has two long-stay documents and they are not steps on one ladder. The TEMPORARY residence permit (посвідка на тимчасове проживання) is issued by the State Migration Service on whichever ground in Article 4 of the Law on the Legal Status of Foreigners applies to you — employment with a work permit, an international technical assistance project, NGO, volunteer or media work, medical and rehabilitation assistance, study, family, or a foreign investment of at least EUR 100,000 — and the ground fixes the validity. PERMANENT residence (ten years) is a separate instrument reached only through a prior immigration permit granted by category, not by length of stay. From Lviv the practical advantage is the border: the consulate trip for a type D visa, and any document that has to be apostilled in Poland or beyond, is a day's travel rather than a week's.

Exchange is done in person at a сервісний центр МВС and cannot be done online — the head service centre says so explicitly. You need your identity document, your РНОКПП tax number, the foreign licence with a certified translation, and a confirmation from the issuing country's competent authority or its diplomatic mission in Ukraine that the licence was genuinely issued and that you have not been disqualified. A medical examination is required in every case. Exams are NOT required where the licence comes from a party to the 1968 Vienna Convention and the document conforms; a theory AND a practical exam ARE required where it does not. Exchange is available at any territorial service centre regardless of where you are registered, which in Lviv's case means an oblast centre outside the city is often the faster option.

Ukraine's retail banking is among the most advanced in Europe — monobank is card-only and lives entirely in an app, PrivatBank has the branch and ATM network, and card-to-card transfers by phone number are how a restaurant bill gets split. For a foreign resident the path is a passport plus a residence permit plus a РНОКПП tax number; a non-resident individual with no РНОКПП is recorded with nine zeros in its place, which narrows what the bank will let you do. The National Bank has also permitted opening an account with the digital passport in Diia. The part to understand before moving money is the wartime FX regime: foreign-currency purchases, cash withdrawals abroad and cross-border card transfers are all capped and the caps move. The most useful recent change for a foreign employee is the April 2026 easing that lets non-resident individuals buy and transfer abroad the foreign-currency equivalent of salary and civil-law-contract payments received into their Ukrainian hryvnia accounts on or after 1 May 2026.

Ukraine funds healthcare through the Programme of Medical Guarantees, administered by the National Health Service (НСЗУ), which pays contracted providers directly at national tariffs. Access is defined by the Law on State Financial Guarantees of Medical Services (No. 2168-VIII), and the insured population is citizens, foreigners and stateless persons PERMANENTLY RESIDING in Ukraine, and recognised refugees and persons needing complementary protection. A temporary residence permit is not permanent residence — which is precisely why medical insurance is a condition of that permit. So for most newcomers the shape is private or international insurance as primary cover, a Lviv private clinic for routine care, and 103 or 112 for anything acute, since emergency care is provided to everyone. If you do hold permanent residence, sign a declaration with a family doctor: it is free, you choose the doctor rather than the catchment, and it is signed in person. Lviv's particular strength is rehabilitation and reconstructive surgery — the Unbroken programme at the Lviv First Medical Union made the city the national centre for it.

Kyivstar, Vodafone Ukraine and lifecell cover the country. You can buy a prepaid SIM at a kiosk, supermarket or operator shop and use it immediately without showing anything, which surprises arrivals from the EU. What the operators offer instead is voluntary REGISTRATION or 'personification' — linking the number to your identity document in shop, in the app, through Diia or via BankID. Register: an unregistered number cannot be recovered after a theft, cannot be ported, and is not accepted for identity-linked services. Kyivstar caps registrations at ten numbers per document. Coverage in Lviv is good and data is cheap; the constraint is power, because base stations run on batteries and generators during scheduled outages and degrade as the outage lengthens. Lviv's specific extra: if you cross into Poland often, EU roaming on a Polish SIM plus a Ukrainian SIM for local life is the standard two-number setup here.

Two things to get right. First, the РНОКПП — the taxpayer registration number, still universally called the identification code — is the most load-bearing number in Ukrainian life after your permit. Foreigners apply to the regional State Tax Service; a foreigner holding a temporary or permanent residence permit registers at the tax inspection covering the address shown on that permit, which for Lviv means the Lviv oblast ДПС. Second, the rates: employment income is taxed at 18% personal income tax plus a 5% military levy. The levy was 1.5% until Law No. 4015-IX of 10 October 2024 raised it to 5% from 1 December 2024 — a change still routinely misreported, and the difference between a 19.5% and a 23% deduction. Employers withhold both. Ukraine also runs the simplified ФОП single-tax regime that a very large share of Lviv's IT contractors use, and the separate Diia City regime for registered IT companies and their specialists — which matters more here than almost anywhere, given the size of the local IT sector.

What to know before you go
Lviv now costs more to rent than Kyiv — budget accordingly
CriticalThis inverts what almost everyone expects. A one-bed averaged about ₴20,000 a month in Lviv in May 2026 against roughly ₴17,000-17,500 in Kyiv, and Lviv rents rose about 18% year on year against Kyiv's 6%. Safety-driven internal migration did it: the city took in a very large displaced population and never gave the stock back. Within Lviv the pattern is also counter-intuitive — Halytskyi, the historic core, averaged the least at about ₴18,000, while Shevchenkivskyi averaged the most at about ₴24,600, because much of the newer stock sits there.
No metro means shelters are basements — find yours before the first alert
CriticalKyiv sends people into deep metro stations. Lviv has trams, not a metro, so the shelter network is marked basements, underpasses, school and church cellars and purpose-built rooms. The city publishes a shelter map; check the one nearest your flat and your office on the day you arrive, and check whether your building has its own. Distance from the front gives Lviv more warning time than Kyiv gets, which is real, but the city has been struck repeatedly and 'the west is safe' is a story people tell rather than a fact.
Get a LeoCard on day one — cash is the most expensive way to travel
ImportantFares changed on 16 May 2026 and the spread is deliberate: ₴23 with a general LeoCard or the app, ₴26 paying by bank card or NFC phone, ₴30 in cash, and ₴11.50 for students on a LeoCard. The card itself costs ₴60 and is sold at the tourist information centres on Rynok and Dvirtseva squares and at EasyPay terminals. Transfers within 40 minutes are free and automatic — validate, change to a trolleybus, pay nothing — which makes the card cheaper still on a real journey. One ticket works across all eight tram routes plus the trolleybuses and buses.
You are 70 km from the EU, and that changes how you live
ImportantLviv is Ukraine's western gateway. The rail corridor to Przemyśl in Poland puts you on EU soil in a few hours, which is how most people arrive, how goods and equipment come in, and how you take a weekend out. It also means queues: the border is busy, coach crossings can take many hours, and the train is almost always the better call. Kyiv is an overnight train away — around seven hours on a fast Intercity — so treat this as a city with two orientations rather than a provincial one.
Plan around the outage schedule, not the weather
CriticalStrikes on the grid mean scheduled cuts by queue, announced a day ahead. Before signing a lease, ask which черга the building is in, whether there is a generator or an inverter, and how high the flat is — a fifth floor with no lift during an outage is a different flat from the one you viewed. A good power bank, a head torch and a small UPS for the router cost a few thousand hryvnia and are the best money you will spend here.
Lviv is where Ukraine does rehabilitation medicine
Good to knowThe city became the country's centre for prosthetics, reconstructive surgery and rehabilitation after 2022, most visibly through the Unbroken programme at the Lviv First Medical Union. Practically, that means an unusually strong concentration of surgical and rehabilitation expertise for a city this size, a large international medical-volunteer presence, and a visible population of wounded service members in daily life. It shapes the city's atmosphere and it is worth understanding before you arrive rather than being startled by it.

Where to go in Lviv
Rynok Square & the historic centre
Landmark · Halytskyi district
A Renaissance market square ringed by forty-four merchant houses with the town hall in the middle, at the centre of an old town that UNESCO inscribed in 1998 as one of the least-altered in Central Europe.
Local tip: Climb the town hall tower — 400-odd steps, no lift, and the best view of the roofscape. Then walk two streets off the square in any direction: the tourist prices stop almost immediately and the кнайпи get better.
Lychakiv Cemetery
Hidden gemCulture · Lychakivskyi district
A wooded nineteenth-century necropolis of monumental sculpture — Polish, Ukrainian, Armenian and Jewish Lviv all buried on the same hillside — and now, in its newest section, the military graves of the current war.
Local tip: Go on a weekday morning and allow two hours. The Field of Mars section with the fresh graves and flags is not a tourist attraction; if you go there, go quietly and do not photograph mourners.
Lviv Opera House
Culture · Prospekt Svobody
An 1900 neo-Renaissance opera house at the head of the main boulevard, gilded and frescoed inside, still running a full repertoire of opera and ballet through the war with performances scheduled around the curfew.
Local tip: Tickets are absurdly cheap by Western European standards and often available on the day. Performances start early so the audience can be home before midnight — check the time twice, it is not the 7:30 you expect.
Vysokyi Zamok (High Castle Hill)
Nature · North-east of the centre
The wooded hill where the castle stood, climbing to a mound above the rooftops with the whole city, the Opera, the domes and the surrounding hills laid out below.
Local tip: Walk up through the park from Krivonosa rather than taking a taxi to the top — twenty minutes through the trees, and the last stretch of steps is the point. Best an hour before sunset.
The кнайпи of the old town
Nightlife · Around Rynok and Drukarska
Lviv's particular institution: small, dense, eccentric bars in cellars and courtyards, several of them elaborate themed productions from the !FEST group, others simply very old rooms with very good horilka.
Local tip: The famous themed ones are worth doing once. For the actual scene, look for the unmarked doors and courtyards off Drukarska and Virmenska, and remember that everything closes in time for a midnight curfew.
Lviv Coffee Mining Manufacture
Food · Rynok Square
A coffee house built around the conceit that coffee is mined under the city — helmets, a shaft, and a genuinely serious roastery attached to the joke.
Local tip: The tourist attraction is the mine tour; the reason to come is the roastery counter, where you buy beans that are as good as anything in Ukraine at a fraction of Kyiv prices. Ask them to grind for your method.
