Madison's housing market is far tighter than the Wisconsin picture suggests

Do not read a statewide or Milwaukee-based cost article and apply it here. The City Assessor's own 2025 report puts the average single-family assessment at USD 481,300, up from USD 300,600 in 2019 β€” with year-on-year jumps of 12.4% in 2022 and 12.6% in 2023. A state capital and a 50,000-student flagship university sit on a narrow isthmus between two lakes, which caps how much can be built near the centre, and Epic's campus in Verona adds thousands of well-paid households to the same market. Expect competition, expect to decide quickly, and expect Madison to cost noticeably more than Milwaukee for less space.

Dane County is NOT in Wisconsin's emissions testing area

Wisconsin requires an emissions inspection before you can renew a registration in exactly seven south-eastern counties β€” Kenosha, Milwaukee, Ozaukee, Racine, Sheboygan, Washington and Waukesha. Dane County is not among them, so a Madison vehicle needs no emissions test at all, and Wisconsin has no periodic safety inspection either. Someone moving here from Milwaukee loses a recurring errand; someone moving from New York, which inspects every car annually for safety and emissions both, loses a genuine yearly bill.

Wisconsin has no cap on a security deposit β€” the protection is the 21-day clock instead

New York caps a residential deposit at one month's rent and Kansas at one month unfurnished. Wisconsin caps it at nothing: DATCP's rules define any start-of-tenancy payment above one month's prepaid rent as a security deposit, and nothing prevents a landlord from asking for more than a month. What ATCP 134 does give you is timing and process β€” the deposit must be returned within 21 days of the end of the rental agreement, and before accepting one the landlord must tell you in writing that you may inspect and document the unit's condition, with at least seven days from the start of the tenancy to do it. Fill that check-in sheet in properly. It is the whole of your leverage.

Wisconsin's cities cannot regulate rent, and Madison's tenant code was legislated away

Important

Wisconsin law bars any local government from enacting rent control, and a run of state acts between 2011 and 2017 preempted most of the local landlord-tenant ordinances Madison had built up over decades. The practical effect is that a lot of the tenant protections Madison is still known for no longer exist as city law, and the operative rules are the statewide ones. If you are reading older Madison tenant guidance, check its date β€” this is a case where the city's reputation is a decade ahead of its statute book.

Madison's sales tax is 5.5% β€” Milwaukee's is 7.9%, and that is not a typo

Wisconsin's state sales tax is 5%, seventy of the seventy-two counties add 0.5%, and Dane County is one of them. That is the whole story in Madison: 5.5%, among the lowest combined rates of any large American city. Milwaukee is the only city in the state permitted to levy its own sales tax and it takes 2%, on top of Milwaukee County's 0.9%. If you are comparing the two cities on cost, the sales tax gap is real money on everything you buy.

Wisconsin lets a city, village, town or county add its own annual vehicle registration fee on top of the state one. Madison charges USD 40 and Dane County charges USD 40, so a car registered at a Madison address carries USD 80 of local fees every year before you reach the state's charge. Madison's half funds Metro Transit. It is small money against a rent, but it is the sort of line that does not appear in any cost-of-living comparison and quietly makes Madison a more expensive place to own a car than the state average.

Wisconsin did not expand Medicaid, but unlike most non-expansion states it has no coverage gap

This is a genuinely subtle distinction with large consequences. Wisconsin declined the Affordable Care Act's expansion to 138% of the federal poverty level, which normally leaves a band of adults too poor for marketplace subsidies and ineligible for Medicaid. Local tip: Walk it the right way round or you will be the person swimming upstream. Get there before nine, buy a spicy cheese bread, and note that the market is the single best place in Madison to meet people β€” vendors and shoppers both. In winter it moves indoors and stays worth going to.

Memorial Union Terrace

Local tip: This is Madison's real living room and everybody uses it. Non-members can buy food and drink; a Union membership gets you more. Rent a sailboat or a kayak from Hoofers next door, or just take a chair and watch the lake β€” that is what everyone else is doing.

Olbrich Botanical Gardens

Sixteen acres of outdoor gardens on the near-east side plus a glass conservatory of tropical planting, and a gilded Thai pavilion that is the only one of its kind in the continental United States.

Local tip: The outdoor gardens are free, which almost nobody realises, and the conservatory ticket is small. Go in January when the Bolz Conservatory is 26Β°C and full of orchids while it is βˆ’15Β°C outside; it is the best twenty dollars you will spend in a Madison winter.

UW Arboretum

Twelve hundred acres of restored prairie, oak savanna and wetland β€” including Curtis Prairie, the oldest ecological restoration in the world, begun in the 1930s under Aldo Leopold.

Local tip: Free, open dawn to dusk, and genuinely a piece of scientific history rather than just a park. Go in late July when the prairie is at full height, or in May for the lilac collection at Longenecker. The Ho-Nee-Um boardwalk on Lake Wingra is the quiet corner.

State Street

Eight pedestrianised blocks connecting the Capitol to the university β€” bookshops, record shops, restaurants, buskers and the Overture Center and Chazen Museum along the way.

Local tip: The most useful walk in Madison, because it stitches the two halves of the city's identity together. The Chazen is free and is a much better art museum than a university town has any right to. Avoid the street entirely on a home football Saturday unless that is the point.

A largely off-road twelve-mile circuit of Lake Monona linking into a regional trail network that runs on old rail corridors right out of the county.

Do the Monona loop anti-clockwise for the skyline view coming back along the north shore, and note the paths are ploughed in winter, which is a policy decision the city takes seriously.
