Know the national rates — they do not vary by region
Personal income tax is a flat 10%. VAT is 12%. Corporate income tax is 10%. There is a separate sales tax on turnover whose rate depends on activity and payment method. There is no southern regime, no regional surcharge and no local income tax: a salary in Osh is taxed exactly as the same salary in Bishkek. The difference between the two cities is in what you earn, not in what is taken.

Understand the patent, because most of Osh runs on it
Kyrgyzstan's patent regime lets small trades pay a fixed periodic amount instead of filing ordinary returns. In a bazaar-and-service economy like Osh's that is the default rather than the exception, and it is what a small shop, a taxi driver or a one-person service business will be operating under. If you register as an individual entrepreneur here, ask specifically whether your activity is patentable before defaulting to the general regime — the administrative saving is substantial.

The High Technology Park is national law but a Bishkek institution
HTP residents pay 0% VAT, 0% corporate income tax and 0% sales tax against a 1% contribution to the Directorate, and their employees pay 5% personal income tax instead of 10%. A company registered in Osh can be an HTP resident — the regime is national and export-oriented. But the Directorate, the professional services that understand it and the ecosystem around it are in the capital, which in practice means a Bishkek trip or a Bishkek accountant. That is an access difference, not a legal one.

File electronically and keep everything keyed to the PIN
The State Tax Service runs the electronic cabinet, e-invoicing and the electronic patent, all keyed to your PIN or an entity identifier. Employees are withheld at source and generally file nothing. Entrepreneurs, founders and residents with foreign income do have obligations — and doing it online matters more here, because escalating a problem in person may mean an office in Bishkek.

Things most newcomers don’t know
The tax rates are identical to Bishkek's. Anyone telling you the south is cheaper on tax is describing income, not policy.
Kyrgyzstan has no regional income tax, no municipal surcharge and no southern regime. The flat 10%, the 12% VAT and the 10% corporate rate apply the same way in Osh as in the capital. What is genuinely cheaper here is everything else — rent, food, labour — and it is worth being precise about which of those is doing the work in any comparison.
The patent regime is the practically relevant instrument in Osh, and it is largely absent from expat-facing writing.

The interesting tax question for a foreigner here is usually the home country's, not Kyrgyzstan's.
A flat 10% with a patent underneath it leaves very little to optimise domestically. What determines your actual position is whether your home jurisdiction still taxes you and whether a double-tax treaty with Kyrgyzstan exists and covers your income. Check the specific treaty rather than assuming one — the network is narrower than most Europeans expect.
