Things most newcomers don’t know

Redundant connectivity is a working requirement in this province rather than a precaution.

Precautionary mobile suspensions are used around processions, security operations and some public gatherings, and Khyber Pakhtunkhwa sees them more often than Punjab or Sindh. For anyone whose job requires being reachable — which describes most of the foreign professionals here — the mitigation is structural: a wired connection at home, a second operator on a second handset, and an agreed protocol for what happens when neither works. Discovering this during the first outage is the common experience and the avoidable one.

Foreign nationals get a fraction of a citizen's SIM allowance, which collides directly with the point above.

PTA's subscriber registration framework treats foreign passport holders separately from CNIC holders, with a much lower ceiling — commonly reported at around two SIMs in total against a substantially higher figure for citizens. In a place where holding two operators is genuinely useful, that ceiling is binding rather than theoretical. Confirm the current number at an operator's own service centre, since PTA revises the regulations.

There is no anonymous prepaid SIM in Pakistan, and here that matters more than elsewhere.

Every SIM is biometrically bound at activation to an identity document, matched against NADRA in real time. Buying a pre-activated SIM from a stall — habitual practice elsewhere in the region — means using a number registered to a stranger. That is unlawful anywhere in Pakistan and, in a city with the security posture Peshawar has, it is a materially worse problem to have if anything ever happens on that number.

Franchise shops often cannot register a foreign passport at all, and will not tell you why.
