North Carolina taxes personal income at a single flat rate — 3.99% for 2026 — and it drops by statute to 3.49% for 2027 and 2.99% for 2028, subject to revenue triggers that have so far been met. No North Carolina city or county levies an income tax, so unlike Portland or New York there is no third layer. Combined with a generous standard deduction, the effective rate on a middle income here is materially lower than the headline suggests. It is the simplest state return in this set after the no-tax states.

For a decade NC had the same coverage gap as Texas and Tennessee. It expanded in December 2023, so adults up to 138% of the federal poverty level now qualify for NC Medicaid with no premium. If you arrive on a modest or part-year income, check eligibility before buying a marketplace plan. North Carolina still uses the federal HealthCare.gov rather than running its own exchange.

New residents must get an NC licence within 60 days. The trap is insurance: North Carolina requires liability cover from a company licensed to do business in North Carolina, and it will not accept an out-of-state policy however identical the coverage. When you apply for the licence, the proof NCDMV expects is a DL-123 certificate issued by your NC insurer — and under the state's financial responsibility law the same NC-licensed-carrier rule applies to registering a vehicle. Raleigh, Durham, Chapel Hill, Cary, Morrisville and RTP are separate places connected almost entirely by motorway. There is no commuter rail — the Durham-Orange light rail was cancelled in 2019 and the regional commuter rail plan was shelved in 2023 — and GoTriangle's buses serve a fraction of the trips. A house that is twenty minutes from downtown Raleigh may be fifty minutes from a Durham lab at 8am. This is the single most common newcomer mistake in the region.

Wake County and the City of Raleigh together typically levy somewhere under 1% of assessed value — roughly half what a comparable house pays in Dallas or Houston. The trade is the income tax that Texas does not have. Wake County revalues property on a four-year cycle and a revaluation year produces a step change in bills that catches owners who budgeted from last year's number.

Raleigh averages a handful of snow events a year, most of them small. It closes schools and empties supermarkets anyway, because the region has few ploughs and the real risk is ice rather than snow — freezing rain on hills is what causes the pile-ups. Do not judge; just keep a few days of food in the house and stay off the roads for the twenty-four hours after an ice event.
