Open a mobile-money wallet on arrival
Wave and Orange Money both open in minutes on a passport at any agent. Wave charges nothing for person-to-person transfers and 1% capped to withdraw; Orange Money made withdrawals free in 2025 and keeps the wider agent network, which matters more in the Baol than on the Dakar peninsula. Carrying both is normal.

Register the SIM under it in your own name
Your wallet is only as durable as the line beneath it, and the ARTP suspended unidentified SIMs nationally on 31 March 2025 after a grace period. Identify the line with your own passport at an operator agency. A wallet on a borrowed SIM is a wallet you can lose overnight — and in a remittance economy that is where the money is.

Open a bank account with a complete file
Bring the passport, residence document, an address proof under three months old, two photographs and a payslip. Senegalese banks generally open the same day on a complete file. Expect to do this in Touba or Mbacké depending on which bank you choose; departmental administration sits in Mbacké and the regional level in Diourbel, and banking follows the same pattern.

Know the nineteen free services
BCEAO Instruction n° 004-06-2014 makes nineteen services free unconditionally: account opening and closure, monthly statements, salary domiciliation, cash deposits and withdrawals at your own bank, own-bank ATM withdrawals, card payments across the union, intra-bank transfers, receiving national and international transfers, and standing orders. Cite the instruction number if you are quoted a fee.

Understand how money actually arrives here
A large share of Touba's income comes from Mouride traders abroad, and it moves through formal remittance operators, mobile money and long-standing trust networks in parallel. If you are being paid or repaid through one of the informal channels, understand that you have no regulator behind you and no recourse — that is the trade being made, and it is made knowingly by people who have been doing it for generations.

Things most newcomers don’t know
Three refusals and the central bank can order a bank to take you.
UEMOA regulation gives anyone established in a member state with a regular income the right to an account, and lets the BCEAO designate a bank when three refuse in succession. It applies identically across all eight countries and is almost unknown — which is why people bank-shop for months instead of invoking it.

Touba's economy is a remittance economy, and that shapes everything you will be quoted.
Much of the housing stock and much of the wholesale trade is financed from Italy, Spain, France and the United States. It means the person you negotiate with is often not the owner, prices are quoted with a diaspora buyer in mind, and payment timing follows somebody else's payday abroad.

A bounced cheque is a union-wide problem, not a local one.
Cheque incidents are recorded centrally at the BCEAO and banks must consult the register before issuing a chequebook. An incident from a previous posting in Abidjan or Bamako surfaces here. Use cards and transfers.

Wave was built in Senegal, which is why moving money here is cheap.
Wave launched in 2018 with free person-to-person transfers and a 1% capped withdrawal fee and forced the incumbents to answer. For a household sending money between Touba, Dakar and a village, that competitive dynamic is worth real money every month — compare per transaction rather than defaulting to one wallet.
