Employer obtains the work permit
The voivode issues the work permit to the employer, often after a labour-market test. Some occupations and nationalities are exempt, and the EU Blue Card substitutes a salary threshold for the permit route.

Dolnośląski Urząd Wojewódzki opens appointment batches periodically rather than continuously, and announces them. The current wait for a personal appointment runs two to three months, and it lengthens sharply in spring and autumn.

Applications for temporary residence go through mos.cudzoziemcy.gov.pl only. Paper applications posted after 27 April 2026 are not processed, which is a quiet way to lose several months.

Get PESEL from the city, separately
PESEL and address registration are municipal, handled by the Wrocław city office on ul. G. Zapolskiej. Since 1 January 2026 most non-EU nationals must attend in person; postal and proxy routes have closed.

Things most newcomers don’t know

Wrocław rations by appointment wave, not by queue position.

Dolnośląski Urząd Wojewódzki releases blocks of submission and biometrics slots at announced intervals instead of keeping an always-open calendar. If you check monthly you will miss them; if you check the queue status page daily during a release you will get one. This is a genuinely different tactic from Kraków, where you simply join a very long line and wait.

The office that decides your case is chosen by where you sleep, not where you work.

Jurisdiction follows your registered place of residence. A Wrocław-based employee of a Warsaw company files in Dolnośląskie; someone who lives in Wrocław but rents nominally in another voivodeship creates a mismatch that surfaces at the biometrics appointment. Given how differently the offices perform, this is worth getting right deliberately rather than by accident.

The lodging stamp legalises your stay and does not legalise your travel.

Once the application is accepted, a stamp keeps your presence in Poland lawful throughout the procedure even after the visa expires. It is not a visa. Leaving the Schengen area on a stamp with an expired visa risks not getting back in, and the wait here is long enough that people plan trips home in the middle of it.

Changing employer usually restarts the clock — unless you have a Blue Card.

The standard permit names your employer, position and salary; altering any of them generally requires a new application. Wrocław's R&D and banking employers compete hard for the same engineers, so job changes are frequent here. Above the Blue Card salary threshold a change of employer becomes a notification to the voivode rather than a fresh procedure, which is worth several months.

Common mistakes to avoid

Checking the appointment system monthly and missing every release wave.
Posting a paper application after 27 April 2026, which is returned unprocessed.
Filing in the wrong voivodeship because your address and your employer are in different ones.
Leaving the Schengen area on a lodging stamp with an expired visa.
Accepting a standard work permit when your salary clears the Blue Card threshold.
