Employer stamps the contract, before you fly
The employment agency — named AGEPE in every legal text, though AGEPE was dissolved in June 2015 and its functions passed to the Agence Emploi Jeunes — stamps the contract of a non-national on a prescribed form. The 1997 arrêté places this ahead of admission to Ivorian territory, so arriving first and regularising later is the wrong order.

Get the certificat de résidence locally
This is the one document you obtain in Yamoussoukro rather than Abidjan. It must be less than six months old when ONECI sees it, and at renewal your casier judiciaire must be under three months — so collect these last, not first, or they go stale while you arrange the trip south.

Pre-enrol online with ONECI
Pre-registration on ONECI's portal has been compulsory since 12 June 2023 and produces a récépissé you must bring. Note the payments are itemised into separate forms — one for the card fee, one for any late penalty, one for VIP handling — so a single transfer will not cover everything.

Travel to Abidjan to enrol biometrically
ONECI's resident-card centres are in Abidjan — Plateau, Cocody and the 2 Plateaux Vallons centre near the Résidence Bertille, which opens Monday to Friday 8am to noon. Enrolment is in person and biometric; there is no Yamoussoukro alternative. Plan an overnight rather than a same-day return, because the morning-only window and a three-hour drive do not combine well.

Apply for the carte de travail within three months
Separately from the residence card, a non-national worker must obtain a work card within three months of the hiring date, presenting the stamped contract, photos and the residence document. It is renewed annually and is a different instrument from the resident card — holding one does not cover the other.

Things most newcomers don’t know

The political capital is not an administrative one.

Only the Senate and the Chamber of Kings actually relocated after the 1983 law. ONECI enrols resident cards in Abidjan, the ministries are in Abidjan, and every embassy is in Abidjan — so living in the capital gives you no paperwork advantage whatsoever, and costs you a 472 km round trip.

Time the perishable documents around the trip, not around your to-do list.

The certificat de résidence must be under six months old and, at renewal, the casier judiciaire under three. People collect them in the order they think of them and find the first one expired by the time they finally get to Abidjan. Book the ONECI appointment first, then work backwards.

Your ECOWAS colleagues genuinely do not need any of this.

Ordonnance n° 2007-604 abolished the residence permit for ECOWAS nationals outright and, in the same article, kept it compulsory for everyone else beyond three months. In a district where nearly a fifth of residents are foreign, almost all of them West African, local advice about 'nobody needing papers' is true for them and a criminal offence for you.

Common mistakes to avoid

Assuming the political capital hosts the immigration counter — it does not
Driving down for a same-day appointment at a centre that closes at noon
Letting the three-month clock run out: being resident without the card carries imprisonment and a fine, not a late fee
Arriving at ONECI without the online pre-enrolment receipt
Paying the card fee, the penalty and the VIP service on one form when three are required
