Establish the ground before you travel, and expect it to be a project or NGO one
Zaporizhzhia's foreign workforce is overwhelmingly humanitarian, medical and reconstruction. In practice that means registration on an international technical assistance project, employment by a registered NGO, or media accreditation, each with its own documentary basis. Ordinary corporate work permits exist but are rare here, and the city's largest employers — the steelworks and the aero-engine plants — are effectively closed to foreign hires for national-security reasons. Establish which ground applies before you buy a ticket.

Get the type D visa, then travel overland — and only from the north or west
Citizens of the EU, Switzerland, Liechtenstein and the United States among others may enter visa-free for 90 days in any 180, but that window is not a residence right; the D visa is built for the purpose. Ukrainian airspace has been closed to civil aviation since February 2022. For Zaporizhzhia the route is a flight to Poland, rail across Ukraine, and an approach from the north or west only — the south and east of this oblast are occupied or contested. Ukrzaliznytsia serves the city from Kyiv, Lviv and Dnipro.

File at the State Migration Service in Zaporizhzhia
Documents go to the ДМС territorial unit or a ЦНАП administrative service centre covering your Zaporizhzhia address, and must be lodged NO LATER THAN 15 WORKING DAYS before your permitted stay expires. Bring the passport, the notarised Ukrainian translation of its data page, the medical insurance policy, the ground documents and the fee receipts; photographs and biometrics are taken on site. Confirm the office is open and where, the day before — service points here have relocated and counter work stops during alerts.

Collect the card and register your place of residence
The permit is collected in person. Then declare and register your place of residence: Cabinet Resolution No. 648 of 13 May 2026, in force since 30 May 2026, governs the procedure, which runs through the Diia portal and the ЦНАП centres. A foreigner additionally produces the passport and the certified Ukrainian translation of its data page, plus the landlord's written consent. Note that Zaporizhzhia's ЦНАП centres also carry a very heavy caseload of documentation for people arriving from occupied territory, so expect queues that have nothing to do with you.

Then get the tax number, the bank account and the SIM — in that order
The permit unlocks the rest. The РНОКПП tax number comes next because the bank will ask for it; a bank account follows; a registered SIM after that. Doing them out of order is the most common way to lose a fortnight.

Things most newcomers don’t know

The realistic route into Zaporizhzhia is an organisation, not a job offer.

The dominant local industries — steel, special alloys, aero engines — are closed or near-closed to foreign nationals on national-security grounds, and there is no meaningful corporate expatriate market. Almost everyone with a permit here holds it through a registered international project, an NGO or media accreditation. If you do not have one of those, you do not have a route.

The 5-minimum-wage salary floor is what makes humanitarian hiring possible.

For public associations, charities and educational institutions the work-permit salary threshold is half the standard one. In a city whose foreign workforce is almost entirely in that sector, it is the single most load-bearing exemption in the whole regime.

Time on a temporary permit converts into nothing. There is no five-year settlement rule in Ukraine.

Permanent residence comes from an immigration permit granted by CATEGORY — spouse of a Ukrainian citizen married more than two years, child or parent of a citizen, foreign Ukrainian, or a small annual quota. Ten years on a work permit leaves you exactly where you started.

The ЦНАП queue is not about you.

Zaporizhzhia's administrative service centres carry a very large documentation load for people arriving from occupied territory — replacing lost papers, registering new addresses, reunification. Budget calendar time accordingly and be patient in the queue; you are the least urgent case in it.

Common mistakes to avoid

Assuming a 90-day visa-free stay can roll into residence. It cannot, and an overstay also blocks the issue of a tax number.
Planning to fly, or to approach from the south or east. There are no civil flights, and the southern and eastern approaches to this oblast are occupied or contested.
Applying for an industrial job here as a foreign national. The sector is effectively closed and it will waste months.
Buying insurance without reading the hostilities exclusion.
For anyone with a Ukrainian parent or birthplace: treating a second passport as protection. Ukraine treats a person it regards as its citizen as a citizen only, with mobilisation and exit restrictions applying to men aged 18-60.
