Temporary residence permit for employment

How long it lasts: Up to 5 years, extendable for up to 10 years at a time.
Path to permanent residence: Long-term resident status after 5 years of continuous residence, which requires Estonian at B1 level. The language exam is waived if you are under 15, over 65, or were educated in Estonian — for everyone else it is the real hurdle, not the paperwork.
Cost: €250 at a service point in Estonia, €280 at a foreign representation. Extensions are €225. Ordering the card to a foreign representation adds €20.
Processing time: Decided within 2 months of the application being accepted.

Worth knowing

The annual immigration quota is capped at 0.1% of the permanent population — roughly 1,300 places — and is allocated first-come, first-served. Applying in autumn can push you into the following year.
ICT specialists are exempt from the quota entirely, as are researchers, students, startup founders, top specialists earning twice the average wage, and US and Japanese citizens. Check your exemption before assuming you must race for a place.
The salary floor is the Estonian average gross wage, not the minimum wage — a meaningfully higher bar than in most of Central Europe.

EU Blue Card

What you need

A higher-education qualification from a programme of three years or more, or at least five years of relevant professional experience
An employment contract meeting the salary threshold (see caveats — the figure is reset annually each spring)
The employer must obtain the Estonian Unemployment Insurance Fund's permission to fill the post

Worth knowing

The salary threshold is the one figure to verify on your filing date. The European Commission's Estonia page publishes €2,748/month (€32,976/year) with a reduced €2,272/month (€27,264/year) for shortage occupations in STEM, health, education, IT, legal and related fields — but that page carries 2024 figures. Immigration practitioners report 2026 thresholds of €37,152/year standard and €35,664/year for MINT professions. Thresholds are re-set each spring; confirm the current one with the PPA before relying on either.
Estonia applies a reduced threshold for shortage occupations, so a MINT or IT specialist may qualify below the standard bar. This is easy to miss and worth checking against your own field.
Below the Blue Card floor there is no partial qualification — the ordinary employment permit is the route.

Startup Visa

At least €800 for every month you intend to spend in Estonia

Worth knowing

The Startup Committee is not a rubber stamp. It is seven organisations from the Estonian startup community — Startup Estonia, Garage48, Superangel, Tehnopol, the Estonian Founders Society, Startup Wise Guys and EstBAN — and the application is closer to pitching an accelerator than filing a form.
'Startup' has a statutory meaning here: innovative, repeatable, globally scalable. A consultancy or a local services business will not qualify, however profitable.
The route is exempt from the immigration quota, which is a substantial advantage over the ordinary employment permit.
Family members — spouse, minor children, and dependent adult children — can be granted the same visa.

Temporary residence permit for business

A business plan covering activities, customers, suppliers, workforce and two years of financial forecasts
Sufficient income at six times the monthly subsistence level
Health insurance, and registration in the population register after the permit is granted

How long it lasts: Up to 5 years, extendable for up to 10 years at a time.
Path to permanent residence: Counts toward long-term resident status at 5 years, with the B1 Estonian requirement.
Cost: €160–225 in state fees depending on the application type, on top of the €65,000 or €16,000 investment itself.
Processing time: A decision within 90 days, with the residence permit card issued within a further 30 days.

Worth knowing

This is not a golden visa. The €65,000 must go into the company's actual activities in Estonia, and the business plan is assessed on substance — a shell company holding the cash will not pass.
At extension, the investment requirement can be satisfied instead by annual sales income of at least €200,000 or by social tax paid in Estonia, which suits a business that has genuinely started trading.
Investors committing €1 million or more get expedited processing and quota exemption.
If your business is innovative and scalable, compare this against the Startup Visa first — that route asks for €800 a month rather than €65,000.

Digital Nomad Visa (long-stay D visa for teleworking)

Remote employees, freelancers and business owners working for employers or clients registered outside Estonia. One of the first dedicated nomad visas in the world, and still one of the strictest on income.

What you need

At least €4,500 gross per month, evidenced across the six months immediately preceding the application
Documents proving the work is location-independent and performed using telecommunication technology
An ongoing contractual relationship with a foreign-registered employer, or foreign business activity of your own
Health insurance and accommodation

How long it lasts: Up to 365 days. A second visa of at most six months may follow, within an overall cap of 548 days of long-stay visas in any 730 consecutive days.
Path to permanent residence: None. Time in Estonia on the Digital Nomad Visa does not count toward residency and gives no right to permanent residence or citizenship. This is by design, not an oversight.
Cost: €120 for the long-stay D visa; €90 for the short-stay C visa.
Processing time: At least 15 days, and around 30 days on average.

Worth knowing

The €4,500 gross threshold is among the highest in Europe, and it is gross rather than net — a common and expensive misreading. It must hold across all six preceding months, not on average.
Staying more than 183 days in any 12 months makes you an Estonian tax resident regardless of the visa. A full-year stay therefore acquires the tax consequences of moving here while earning none of the immigration credit.
This is not e-Residency and e-Residency is not this. The two are constantly conflated; only one of them lets you set foot in the country.
If your goal is to settle in Estonia, this is the wrong application — start with an employment or business permit instead.

Worth knowing

Students are exempt from the immigration quota, which removes the timing gamble that shapes the employment route.
A course of a year or less needs only a long-stay visa rather than a residence permit — check the duration before over-applying.
Many Estonian master's programmes are taught fully in English, but long-term residence still requires Estonian at B1, so an English-taught degree does not advance you toward permanence linguistically.
