Iqama, the 2021 reforms, and the permit you need to cross the causeway

The visa stamped abroad is an entry permit; your residence permit is created here, by your employer, after a Saudi medical, and the law allows 90 days from entry. Until the Iqama exists you cannot bank properly, hold a SIM in your name, drive or leave the country. In Al Khobar there is a fifth consequence the rest of the Kingdom rarely thinks about: no Iqama means no exit and re-entry permit, and no exit permit means the causeway to Bahrain — the region's default weekend — is closed to you.

Total cost
The work-permit levy, visa fees and base Iqama issuance sit with the employer. Yours are attestation and courier costs, any professional body registration, the dependant levy if family come — widely quoted at around SAR 400 per dependant per month and charged for the whole Iqama period at once — and exit permits, which in this city are a recurring rather than occasional expense.

Validity
The Iqama runs with your work permit, usually annually, renewed by the employer before expiry. A lapse freezes banking, your driving licence and your ability to leave. Since 14 March 2021 you can move employer at contract end, or during a contract with notice, through an offer raised on Qiwa, and you can self-request exit, re-entry and final-exit permissions on Absher.

    Register on Absher with the Iqama number, set up Nafath, and look at your violations page. Camera enforcement on the Dhahran–Khobar highways is heavy and fines post silently. An unpaid violation blocks exit-permit issuance, so clearing them through SADAD is a travel prerequisite, not housekeeping.

    Choose the right exit and re-entry product before your first crossing

    You can request a permit yourself on Absher, and the employer is notified electronically rather than approving it. But the self-service permit is a narrower product — single-use and short — than one the employer can issue. If you expect to cross to Bahrain monthly, ask for a multiple-entry permit instead of buying single-use ones over and over.

Things most newcomers don’t know

The 2021 reform gave you the exit permit application, not the abolition of the exit permit.

This is the most misreported thing about Saudi residency, in both directions. Before March 2021 your sponsor had to sign for you to leave the country. Now you apply yourself on Absher and the employer is notified electronically rather than consenting. But the permit still exists and must be valid every time you cross, its issuance depends on a live Iqama, sufficient passport validity and a clean violations record, and the self-issued version is deliberately shorter and single-use compared with what an employer can grant. In Khobar, where people cross most weekends, that distinction is not academic.

Job transfer without consent is real, and it has conditions people skip past.

The Labor Reform Initiative allows a worker to move to a new employer without the current one's consent once the contract has ended and the required minimum period of service in the Kingdom has been completed, with the transfer raised as an offer on Qiwa and a notice period starting. Domestic workers are excluded. The employer still holds the quota and still issues the Iqama. In a contractor-heavy region this is genuinely useful leverage — but only if you know the conditions rather than the headline.

Bahrain's entry rules are its own, and being a Saudi resident is not automatically enough.

Your exit permit gets you out of Saudi Arabia; getting into Bahrain is a separate question governed by Bahraini law and your nationality. Some passports get visa-free or visa-on-arrival treatment, others need an eVisa arranged in advance, and residence in Saudi Arabia can change the answer. Check Bahrain's own official eVisa portal for your nationality before your first trip rather than assuming a colleague's experience transfers to you.
