Decide whether to ship the car at all
Ocean freight for a vehicle from the US West Coast is a four-figure cost each way and takes one to two weeks, and Oʻahu's urban core is compact enough that many residents in town genuinely do without. Buying a used car on-island avoids the shipping and the registration paperwork for an out-of-state vehicle entirely. Do this arithmetic before the movers do it for you.

Book the county appointment before anything else
Driver licensing centres and satellite city halls on Oʻahu are booked through the City and County of Honolulu's online system, and slots go weeks out. Availability, not the statutory deadline, is what determines when this happens.

Get the vehicle safety-inspected
Hawaiʻi requires a safety inspection at a licensed station before registration. A vehicle arriving from out of state is typically issued a 'failed' certificate at first inspection specifically so it can be registered or permitted, with a short window to return and pass. Do not let that window lapse — it restarts the process.

Register the vehicle, or take an out-of-state permit, within 30 days
Within 30 days of the vehicle arriving on Oʻahu you must either register it in Hawaiʻi or obtain an out-of-state permit. Registration is handled by the county with the bill of lading, the out-of-state title and registration, the safety inspection certificate and proof of Hawaiʻi insurance. Hawaiʻi also levies an annual vehicle weight tax on top of the registration fee, which surprises people with heavy vehicles.

Convert the driver licence
A valid out-of-state US licence generally converts on surrender. A foreign licence usually means a written test and often a road test. Confirm your own country's treatment with the county before booking, because it decides how many appointments you need and how far ahead to book them.

Get a HOLO card even if you drive
HOLO is the contactless fare card for TheBus and Skyline, with an automatic daily and monthly fare cap so you never pay more than the pass price. Skyline Segment 2 opened on 16 October 2025 and now runs from East Kapolei through Joint Base Pearl Harbor-Hickam, the Daniel K. Inouye airport and Lagoon Drive to Kahauiki at Middle Street, where it connects to the bus network into town.

Learn mauka, makai, Diamond Head and ʻEwa
Nobody gives directions by compass here. Mauka is toward the mountains, makai toward the sea, and the other axis is named for landmarks — Diamond Head one way, ʻEwa the other. Every set of local directions, and a lot of signage, uses this system.

Park carefully on the windward side and in Waikīkī
Residential parking around Lanikai and parts of Kailua is restricted and actively enforced, and Waikīkī parking is expensive and time-limited. Both are where visiting friends get you towed. Check the sign, not the space.

Things most newcomers don’t know

The 30-day clock runs from the vehicle's arrival, not yours.

People plan the licence around their own move-in date and then discover the car has been sitting at the port or in a driveway burning a statutory deadline. The out-of-state permit exists precisely to bridge the gap while you get the safety inspection and paperwork done — take it rather than running the clock down.

This is the one US city here where not owning a car is a real option.

Urban Honolulu is dense, flat and warm, TheBus has among the highest per-capita ridership of any US bus system, and since October 2025 Skyline connects the western suburbs to the airport and Middle Street. Set against four-figure shipping costs and Hawaiʻi's fuel prices, the arithmetic for a town-based single person is genuinely different from San Antonio or Indianapolis.

Skyline is a rail line that does not yet reach downtown.

The line opened in 2023 out west and reached the airport and Middle Street in October 2025, but the final segment into the city centre and Kakaʻako is still under construction. Judge it on where it actually goes today rather than on the map of the finished system — for a lot of addresses it is a bus connection, not a one-seat ride.

Directions are given by mountain and sea, and the road signs agree.

Mauka, makai, Diamond Head and ʻEwa are used in speech, in traffic reports and in written directions. A newcomer navigating by north and south is translating constantly, and gets it wrong at exactly the junctions where H-1 gives no second chance.

Common mistakes to avoid

Shipping a car reflexively without pricing the alternative of buying on-island or going without.
Letting the 30-day registration clock run from the wrong date.
Letting a 'failed' safety inspection certificate expire before returning to pass it.
Assuming a state DMV exists and losing the appointment lead time.
Parking in a Lanikai residential street on a weekend.
Budgeting for registration and forgetting Hawaiʻi's annual vehicle weight tax.
