Things most newcomers don’t know
There is no Hawaiʻi DMV. Licensing is a county function, and that is not a technicality.
Every other US state in this app has a single state motor vehicle agency. Hawaiʻi's four counties each run their own licensing and registration, so on Oʻahu you deal with the City and County of Honolulu. Mainland guidance about 'the Hawaii DMV', including the layout of its website and its appointment system, describes an agency that does not exist — and following it costs you the appointment slot you needed to book weeks ago.

The state ID pays for itself through kamaʻāina rates.
Resident pricing on inter-island flights, hotels, luaus, attractions and some services is real, substantial and evidenced with a Hawaiʻi licence or state ID. Newcomers frequently spend a first year paying visitor prices on their own island because they had not got round to the credential. It is one appointment.
