RFC, RESICO, and Puebla's progressive acquisition tax

Income tax in Mexico is federal. If a Mexican company employs you, it withholds ISR through payroll and most single-employer staff never file a return. Freelancers and small businesses can elect RESICO, taxing gross receipts at 1–2.5% up to MXN 3.5 million a year. Puebla's state payroll tax is 3%, in line with the national norm and well below Baja California's or Quintana Roo's, and it never reaches your payslip. The genuinely unusual local feature is municipal: since 2025 Puebla city has charged its property acquisition tax (ISABI) on a progressive scale rather than the flat rate most Mexican municipalities use, and the 2026 Ley de Ingresos kept it while updating values for inflation.

    Your employer calculates and withholds ISR from every payment, remits it to SAT, and issues a payroll CFDI. You should see the withholding on the payslip. Nothing separate is paid by you, and the state's 3% payroll tax is the employer's cost rather than a deduction from your salary.

    If you are independent, look hard at RESICO

    The Régimen Simplificado de Confianza taxes an individual's gross receipts at 1% to 2.5% of ISR, on a band scale, up to an annual ceiling of MXN 3.5 million, with monthly filings and no deductions. For a freelancer billing Mexican clients it is dramatically lighter than the general regime — but you must elect it, it excludes some situations, and exceeding the ceiling drops you out of it from the following month.

    If you buy, get your ISABI band from the municipality before you budget

    Puebla city applies the Impuesto sobre Adquisición de Bienes Inmuebles progressively: the rate depends on the property's value, with an exempt band at the bottom and rates reaching around 3% at the top. The 2026 Ley de Ingresos preserved the structure and updated values and tariffs for roughly 4% inflation without raising rates. Because most of Mexico charges a flat rate, calculators and guides written for the country as a whole will give you the wrong number here. Ask the notario or the municipality for the band that applies to your specific cadastral value.

    Pay predial early, and check which municipality you are actually in

    Property tax is municipal and Puebla, San Andrés Cholula and San Pedro Cholula are separate governments with separate rates and separate early-payment discounts. The Angelópolis and Lomas de Angelópolis developments straddle the boundary between Puebla and San Andrés Cholula, so two apparently identical houses a street apart can be governed by different municipalities. Check the address, not the development name.

    Understand what actually makes you a Mexican tax resident

    Contrary to the day-count rule people repeat, article 9 of the Código Fiscal de la Federación turns on where your casa habitación is. If you also keep a home abroad, Mexico looks at your centre of vital interests — deemed to be here if more than half your income in the year is Mexican-source, or if the main centre of your professional activities is in Mexico. The 183-day figure that circulates is a treaty and non-resident-employment concept, not the residency test.

Things most newcomers don’t know

Puebla's acquisition tax is progressive, and every national calculator gets it wrong.

Most Mexican municipalities apply a flat ISAI or ISABI percentage, so the tools and guides written for the country as a whole assume one. Puebla city has applied a progressive scale since 2025 — exempt at the bottom, rising to around 3% — and kept it for 2026 with inflation-only updates to values. On a modest purchase that can be a materially smaller bill than a flat-rate estimate suggests, and on an expensive one it can be similar. Either way, get the band from the notario rather than from a calculator.

Angelópolis is not one municipality, and predial follows the boundary rather than the neighbourhood.

The Angelópolis and Lomas de Angelópolis area straddles the line between the municipality of Puebla and San Andrés Cholula. The two set their own predial rates and their own early-payment discounts, and they run separate offices and deadlines. Buyers and tenants routinely assume the development is a single administrative unit and pay the wrong counter or miss the wrong deadline. Check the address on the escritura, not the marketing.

  • Budgeting a purchase from a national flat-rate ISAI calculator instead of Puebla's progressive scale.
  • Assuming an Angelópolis address is in the municipality of Puebla when it may be in San Andrés Cholula.
  • Registering as a general-regime taxpayer without checking whether RESICO fits.
  • Assuming no return is ever required after a year with two employers or income over MXN 400,000.
