Residency, the canje deadline and the CURP that unlocks everything

Mexican temporary residency starts outside Mexico. A consulate abroad issues a visa sticker, you enter Mexico with the entry record marked for canje, and you then have 30 days to begin the exchange at INM for the physical Tarjeta de Residente. Puebla's practical wrinkle is arrival: most people fly into Mexico City rather than into Puebla's small airport, so the entry record is created at AICM and the canje is then filed in Puebla — which is fine, but means the 30-day clock starts before you have even reached the city. The card carries your CURP, and the CURP is what unlocks the bank account, IMSS, a postpaid phone line and an RFC.

    Volkswagen, Audi and the larger tier-one suppliers hold a Constancia de Inscripción de Empleador with INM and file the job-offer petition for you, producing an authorisation number you carry to the consulate — the automotive cluster is the most experienced sponsor in the state and the process is well worn there. If nobody is sponsoring you, the solvency route needs original bank or investment statements: twelve months of balances, or six months of income. You qualify on income or on savings, not on a blend.

    Apply at a Mexican consulate abroad

    Attend in person with the passport, photo, form, fee and either the employer authorisation or your solvency evidence. The consul interviews you and, if satisfied, places a residente temporal sticker in the passport. This step cannot be done from inside Mexico — entering as a tourist and trying to convert is not an available path for these categories.

    Enter Mexico with the entry record marked for canje — usually at Mexico City

    Puebla's Hermanos Serdán airport handles few international routes, so most arrivals land at Mexico City and take the two-hour bus. Tell the officer at the counter that you hold a residency visa so the entry record is marked for exchange rather than as a tourist, and check what you were given before you leave the hall. Being processed as a tourist is the single mistake that forces a restart, and it is harder to unpick once you are 130 km away.

    File the exchange on the INM portal, pay the derechos through a bank or online, and attend the Puebla office for fingerprints and photo. The office serves the state and moves faster than Mexico City's, but the 30-day window starts the day you enter the country — not the day you arrive in Puebla — and is enforced strictly.     Collect the card, then confirm your CURP and request an RFC

    The physical card shows your CURP. Confirm and print the definitive version at the RENAPO portal, then book a SAT appointment for the RFC if you will be paid locally or need to invoice. Doing both in the same week means the bank account and the phone contract stop being blocked.

    Renew inside Mexico, and plan the four-year cliff

    Renewals are filed at INM in Puebla, never at a consulate again, and must be started before the card expires. Temporary residency runs to a maximum of four years in total, after which you switch to permanent residency or leave. Start the permanent application months ahead rather than in the final weeks.

Things most newcomers don’t know

Your 30 days start at Mexico City, not at Puebla, and that quietly eats a week.

Most people arriving for Puebla land at AICM, spend a few days finding somewhere to live and then travel out to the city. The canje clock started at immigration in Mexico City. Between the journey, the apartment hunt and the wait for an INM appointment, the window closes faster than people expect. File the INM portal application and book the Puebla appointment before you get on the plane, and the first fortnight becomes collection rather than panic.

The solvency thresholds were rewritten in July 2025 and are set in UMA, so every quoted figure ages within a year.

New Lineamientos generales para la expedición de visas were published in the DOF on 25 July 2025, replacing the 2014 rules and restating every amount in days of the UMA, which is revalued each February. Each consulate converts to local currency itself, so posts publish different numbers in the same year. The automotive cluster is the most reliable sponsorship route in the state, and it is worth targeting deliberately.

INM employer sponsorship depends on the employer holding a current constancia and knowing how to file, and small Mexican firms frequently do neither. Volkswagen, Audi and the larger tier-one suppliers process foreign hires routinely, which makes the immigration side of a job offer from them dramatically simpler than from a local company of the same size elsewhere. If you have a choice of employers, this is a real factor in the comparison.

Economic-solvency residency does not include the right to work in Mexico.

The solvency route buys legal residence, not a work permit. Taking a local salary or invoicing Mexican clients on it requires either the employer-sponsored route from the start or a permiso para trabajar added to an existing card. Remote workers paid entirely by a foreign entity sit in a grey zone most people accept; anyone planning to join a Puebla employer should say so at the consulate.
