Work permits, the personnummer, and the one-year intent test

Sweden replaced its old open-ended maintenance test with a hard salary floor on 1 June 2026: a work permit now requires at least 90% of the national median salary, SEK 34,470 a month, with a lower 75% floor for a defined exemption list. Once you arrive, the decisive step is folkbokföring with Skatteverket, which produces the personnummer that everything else depends on. The legal test for registration is whether you intend to stay at least a year.

The registration test is your stated intent to stay a year, not the time you have already spent here.

Skatteverket enters you in the population register if you intend to live in Sweden for at least twelve months, and that is what triggers the personnummer. Someone arriving on a nine-month contract gets a samordningsnummer, which many banks, insurers, gyms and healthcare systems handle poorly or refuse outright. Extensions of permits granted under the old rules, applied for between 1 June and 1 December 2026, are not held to the new salary floor. After that the transition ends and holders of older permits face the full requirement at their next extension.
